2011年1月17日我縣范圍內出現強降雪天氣，降雪時間長、強度大，全縣降雪量達15.2毫米，積雪厚度11至20厘米，已到達暴雪藍色預警級別，暴雪造成我縣多處農田被毀，蔬菜大棚倒塌。養殖大棚被壓垮120個，共造成900多頭〔只〕大小牲畜死亡；農作物〔豌豆、蠶豆〕受災1950畝，成災1950畝，絕收1050畝，經濟損失120萬元左右。
每一次災情發生后，我局積極響應縣委政府號召，切實貫徹落實中央、省、州、縣抗災救災指示精神，切實加強組織領導，把抗災救災工作做為最緊迫的任務，成立由局長任組長、八個農技站長為成員的防災救災領導小組，并抽調縣局職能站所科技人員協助鄉鎮開展抗災救災工作。及時幫助農民解決生產中遇到的困難和問題，加快災后重建工作步伐。

我們的主要做法：
一、高度重視，加強組織領導，全面推進應急預案體系建設工作。
加強應急預案體系建設工作，是維護社會穩定和人民群眾根本利益的一項重要工作，是堅持以人為本、執政為民和全面履行政府職能的重要表達。近年來我局從深入貫徹落實科學開展觀、構建社會主義和諧社會的高度，將防災減災和提高平安保障能力納入經濟社會開展總體規劃，把應急預案體系建設工作列入重要工作議程。災情發生后局領導班子經常深入基層查看災情，研究解決在應急管理工作中遇到的困難和問題，部署各項預防和應對措施，確保應急預案體系建設工作取得實效。在抗擊雨雪冰凍災害過程中，局領導深入災區第一線組織抗災救災工作，協調解決救災中遇到的困難。制定下發?蘭坪縣農業局雪災應急方案?等一批文件，并加大救災資金的申請力度，推進應急預案體系建設工作。強化應急預案體系建設行政領導負責制，明確應急預案體系建設目標和任務，層層分解任務，層層落實責任。
二、建立應急預案體系根本框架。
按照縣委、縣政府的要求，近年來我局已成立了農業和科學技術局應急預案體系建設工作領導小組，并下設辦公室。
