蘭州新區紀工委〔監察審計局〕涉案暫扣款項
管理方法〔試行〕
為加強蘭州新區紀檢監察機關涉案暫扣款項的管理，確保依紀依法辦案，保護法人、其他組織和黨員、監察對象的合法權益，根據有關黨內法規和國家法律，制定本方法。
第一條 本管理方法所稱涉案暫扣款項，是指涉及違紀違法案件有關的一切款項。
第二條 蘭州新區紀工委〔監察審計局〕設立涉案暫扣款項專戶，實行專人管理。
第三條 暫予扣留涉案款項時，辦案人員應當填寫?暫予扣留涉案款項呈批表?，經委〔局〕分管領導批準后執行。
緊急或者其他特殊情況，經辦案負責人審核批準，可以先予執行，但應當在執行后十個工作日內補辦報批手續。
第四條 執行暫予扣留涉案款項措施的辦案人員不得少于2人。執行時辦案人員應當與暫扣款項持有人或保管人共同對暫予扣留涉案款項當面清點，當場填寫?暫予扣留涉案款項登記表?一式兩份，經辦案人員和被暫扣款項持有人或保管人簽字，雙方各留一份。
第五條 辦案人員執行暫扣款項時，發現有新的可以證明屬違紀違法的款項，調查人員可先行暫扣，事后應及時向委〔局〕分管領導提交書面補充報告；如發現實際暫扣款項與?暫予扣留涉案款項呈批表?數目不符的，應將實際執行情況書面報告委〔局〕分管領導。
