二是堅持責任到位。我局充分發揮職能作用，把平安邊界創立工作列入重要議事日程，作為一項經常性、長期性的工作精心組織，提高思想認識，堅持責任到位，積極開展創立平安邊界活動，落實界線各項任務，確保邊界平安和諧穩定。每年初，我局都把平安邊界創立工作列入年度民政工作意見，與民政工作同安排、同部署。我局制訂印發了?鎮遠縣創立平安邊界活動實施方案?，明確了創立工作的指導思想、具體目標、工作標準、工作措施和要求。
三是堅持經費到位。落實必要的經費，是推進界線管理工作的條件和保障。這幾年我縣財政舍得投入，每年都給予1萬元經費保障，保證了界線、界樁管理工作的正?；_展。

“平安邊界〞創立為抓手，積極作為、有效作為。
一是輿論煽動。我縣采取多渠道、多形式、多層次地開展平安邊界創立宣傳工作，營造全社會關心、支持、參與管理、維護界線的良好氣氛。同時，我局將?條例?、?方法?納入民政部門“五五〞普法，全縣邊界管理工作人員要熟悉?條例?、?方法?的根本內容，增強依法管界的意識。通過宣傳工作，平安邊界得到群眾和各級部門的理解和支持，同時也得到了上級部門的充分肯定。
二是措施推動。我縣在平安邊界創立中主要落實七個方面的措施，推動平安邊界創立工作深入有效開展。1、落實界線
